Sir,
I have the honour to transmit herewith
translations of the "National Government Rules for Permits
governing the Transportation of Military Supplies" and the
"Detailed Enforcement Rules for the Enforcement of the
National Government Rules for Permits governing the
Transportation of Military Supplies", promulgated on 30th
August 1937 for immediate enforcement.

2. These two acts are amended versions of the
measures of the same name, of which translations were enclosed
in Peking Legation despatch No. 1019 of 22nd July 1930.
the Rules themselves the differences resulting from the
amendment are comparatively unimportant, except for the
omission in Article Three of the words "Cases of urgent
necessity for the transport of military supplies may be
reported direct to the National Government for consideration
and action", which appeared in the corresponding Article of
the previous version.

In the case of the Detailed Enforcement Rules
the principal change consists in the provision now included
in Article Seven to the effect that the Ministry of War may,
if necessary, extend the limits prescribed in respect of the
quantities of materials to be imported under one permit.
